On July 3, 2017 the European Regions Research and Innovation Network (ERRIN) has published its Position Paper (PP), titled «More Jobs growth and societal impact in Europe with excellent and connected regional research and innovation ecosystems».

 

The PP concerns the next EU Framework Programme for Research and Innovation (FP9) after 2020, whose negotiations will officially start by middle of 2018, after a legislative proposal is adopted by the European Commission.

The EU Liason Office of the Autonomous Province of Trento, within the activities of its EU-TIPS platform (Trentino Interactive Platform for Stakeholders), contributed the work of the group set up by ERRIN in order to write the PP. Inbuts to the PP were collected from the Bruno Kessler Foundation and the University of Trento and were submitted to and discussed by ERRIN working group.

The PP underlines some fundamental aspects, which have to be taken into consideration by the Commission in the elaboration of the future FP9. ERRIN suggests a better alignment of elements between the FP and ESIF (European Structural and Investment Funds), thereby building in “synergies” between the programmes from the beginning of the programming process.

A core element to reach this synergy is the simplification of the rules governing both tye future FP9 and ESIF, in order to have a more incisive territorial impact in the research and innovation field. Furthermore, the resources of the next framework programme should be pooled around a more concise number of strategic priorities, which have a real EU added value.

According to ERRIN, the territorial dimension represents an important factor too. The PP underlines the need to put a stronger emphasis on the relevant parts of the programme which have a direct regional dimension (le.g. Smart Cities).

Finally, the Paper stresses the importance of the innovation aspect, in relation to the development of the SMEs: future efforts should be placed on developing the innovation capacities of SMEs.
