Call for tenders for service contracts
Calls for tenders are procedures applied to generate offers from companies competing for works, supply or service contracts in the framework of public procurement.
The Commission uses public contracts to buy services, e.g. studies, technical assistance and training; consultancy, conference and publicity services. The providers are selected via calls for tender, which are issued by the Commission departments, offices and agencies around Europe as well as by EU Delegations to third Countries. Participation in call for tenders is open to all economic operators registered in the Register of Companies of EU Member States and to all European citizens. Also, economic operators of non EU Member States are eligible for participation, whenever those States have signed a special agreement with the EU in the field of public procurement.
Calls for tenders differ from call for proposals, even though both are procedures the Commission uses to award funding. Indeed, calls for proposal lead to the attribution of grants while calls for tenders lead to the conclusion of public contracts. In the case of a contract, the Commission – or any other Contracting Authority – receives the service they requested in return for payment. In the case of a grant, the Commission makes a contribution either to a project carried out by an external organisation or directly to that organisation because its activities contribute to Union's policy aims.
Calls for tenders, contract awards notices and pre-information notices can be found online on Tender Electronic Daily (TED), the electronic version of the supplement S to the Official Journal of the European Union.
